Why clean gutters still overflow
A clear trough with a packed downspout still overflows, because the water has nowhere to go once it reaches the corner. Everything the gutter collects has to pass through one small outlet, and that is exactly where a season of oak litter compacts into a plug you cannot see from the ground.

Tap down its length — a blocked section sounds solid instead of hollow. The other tell is a gutter that overflows at one specific corner in every rain while the rest of the run stays fine. That is the outlet, not the trough.
Do you clean gutters on a two-story house?
Yes, including three-story and steep-pitch roofs. We work from ladders with standoff stabilizers so nothing rests on the gutter itself, and from the roof where the pitch allows it safely. Height changes the price, not whether we will do it.
Can gutters be cleaned in the rain?
